Combine PDFs with a contents page

Create a navigable PDF binder by naming and ordering source files, then generating a contents page and per-file bookmarks.

1. Name the sections

The Merge with contents page tool uses filenames as section titles. Rename copies to useful names such as Overview, Supporting documents and Appendix before adding them.

2. Set the order

Add PDFs in reading order and check the list before running the tool. For a simple combination without a contents page, use Merge PDF. For mixed formats, first use Images to PDF.

3. Generate and verify

Open the downloaded binder and click each contents entry. Expand the bookmark sidebar and check section starts. A generated contents page changes physical page numbers; viewer labels may differ from numbers printed on the source pages.

4. Make final adjustments

You can add a cover page or add page numbers. After any operation that changes page order or count, recheck navigation. Keep originals for forms and digitally signed documents.
